Add conditional logic to the onboarding process

Heartbeat does not support conditional flows in the onboarding process.

As community admin, I would like to get as much information as possible and conditional flows make that possible without making the form too long.

Right now, I am using groups as a work around but that makes the onboarding flow too long.
