Admin Notification Control

In our community we have Nature Saturdays — we strongly encourage people to go enjoy nature with each other and not be on the virtual platform.
Wondering if we could build in a switch for admin to turn off notifications for the whole community for 24 hours.

Could be a cool PR for Heartbeat to support mental health 😉
