Allow members to decide whether they want to allow DMs or voice calls

The lack of this feature is putting people off the idea of joining such a community or business, in my feedback this week.

Ability is urgently needed for all users to manage whether they allow DMs, Calling, Both or Neither, and be able to set this to either All Users or only Administrators can DM, or Call, or Both, or Neither. All users need to be able to feel comfortable that they are in control of who can contact them, when, and how.
