Allow members to rate content

Would be great if members could rate the content (docs, courses) in our heartbeat community after they have used it. Would be helpful to other members to see these ratings when choosing docs or courses. Would also give our administrators a better indication of the content that is most useful to members vs. content that was less useful and needs to be updated. This type of social affirmation is very common on sites like TripAdvisor and others.
