Allow members to use free access coupons without requiring credit card

I recently had an event where I co-hosted with another person outside of our community. I invited them to invite their community and gave them a 100% off coupon code. At Checkout their community still had to put in a credit card and of course that didn't go over well. I know this is a completed ticket from prior work but the fixes seemed to have only worked on Courses or Community membership… I'd like to continue co-hosting in the future and being able to use this selling point without the hassle.
