course, chat or thread anchor/reference links

I'd like to see the ability to anchor courses, docs or even quotes from the threads section into courses or other places for reference much like we do now for groups using a hashtag call sign. of course the links would have to abid by groups privilege's but still. (like you cant post a call sign to tier 2 content in a tier 1 chat…but you can do the latter)
