Give Admin ability to add to on option for Hyperlinks in thread chats via Role Settings

right now only the ADMIN can utilize the HTML embed option. It would be nice if this was added as a option in the Roles Settings. So this way ADMINs and Moderators might have the ability to add, but users don't based on their settings.
