Improve Content Report Notifications

When someone reports a potential content violation, we only receive an email. We don't receive an alert in the account or see on the backend where the report can be found.

The email also should include a direct link to the report, alongside the text of the report if there is any

    This is is very important. I need to be able to find the message reported and take action. I also want to get a notification that there has been a report. I'd like the notification to go to any admin or moderator I pick.
