Offers: separate default tier from "Popular" tag

I would really like to choose a certain offer tier to have the popular tag, but the default to be something different. For instance, We make a big deal about ladies being able to join the community for free and then try to upsell them with perks and benefits they can unlock from upgrading. I want to show them the popular level is a paid level, but still have the free tier as the default. When the default tier is a paid option, they think I'm lying to them or trying to pull a fast one on them, saying it's free but then trying to charge them (somehow they don't notice the "change" link nearby)
