Add an admin-level option to turn off comments anywhere on the platform. In a discussion thread specifically, this would allow creating a read-only broadcast channel.

What problem does this solve? The ability to turn off comments in a discussion area would allow me to create a read-only Broadcast channel, which is a feature that I need for my vision for my community.
