Option to disable comments platform-wide, especially in Courses

Provide admins with the option and ability to turn off comments anywhere on the platform. In Courses specifically, clients should be able to go through the course content and have their own experience without being distracted or influenced by anyone else's thoughts, opinions, and reactions.
