Promo Codes of Annual vs Monthly Membership Pricing

It is very important to us to be able to run discounts on only our annual membership pricing. We want to be able to lock people in for a longer period of time, however current functionality only allows promo codes to work for the entire membership level (monthly and annual pricing).
