Prompt members to enable notifications

Feature RequestsAdmin + Platform Customization

Most members do not enable notifications when they signup and that increases likelihood of they not keeping active touch with the community even if they intended to. It would be good to prompt members to enable notifications like once a month. Would be great if admin could add a custom message as well.
