Remove Voice Room Icon on App

We can turn off Voice Rooms in the admin section, but the voice room icon is still on the bottom menu on the app. This leaves a blank page that has a community questioning why we aren't allowing voice rooms. If Voice Rooms are turned off, it should remove this icon from the mobile menu.
