Separate Role Permission for Private vs Public Voice Room Creation

Creating voice channels that can stay permanently visible to all in the threads module and opening a private voice/video call with another user that disappears when the call is over have very different use cases and types of people who would do one verses the other. I would like to see the permission to create public voice channels separated from the permission to start 1-on-1 private voice channels (which I would call a voice/video call in direct messages rather than a "private voice room").
