Teacher or Instructor user

I need a user who can set up their own course/s but not impact other user's course/s.
At the moment the system is an all or nothing with authorities.
I would be happy with it being that a site admin had to set up the initial course, chat & group details but want the instructor/course leader to be able to maintain the space/s for the course themselves.
