Thread Heading Anchor Links (Table of Contents)

Much like in Google Docs, or regular Websites, sometimes clicking on a link will take you to a part of the page using the #name and it'll automatically scroll you up or down to that specific anchor tag.
This would be great for creating longer docs that require people to have some sort of table of contents. Ie. I can see for like a cleaning protocol or a long how to, it would be useful to have a table of content that allows people to skip and see the most important parts that they need to get to immediately.
