Toggle on ability for users to upload video

In platforms like Circle, admin has he ability to toggle on and off the ability for members to upload videos. I often set “homework” which involves them uploading a video of themselves. Currently they would have to record it elsewhere and upload the link or embed. Most won’t’ go to this trouble. It would be great to be able to switch on permission for users to upload video themselves(even if you set a limit per upload). Without it I can’t run certain programmes on Heartbeat, because I need to make it easy for them to upload their videos. Thanks.
