When adding new lessons or assignments that require completion or approval, allow existing students to continue progression without needing to go back to the newly added lessons and assignments.

Currently, when modifying an in-progress evergreen course, when new lessons or assignments are added prior to the point of progress of a current student, the student cannot continue without going back.

Provide an option to allow students to continue without requiring the new additions.
